True it basically means a guy (specifically a black guy) acts full of himself or acts really conceited or cocky This is because of the stereotype in the black community that people with lighter skin act full of themselves (which is not true)
So when black people say this that's what it usually means regardless of if the person they are saying it to are light skinned or darker skinned.
